Endorsement of Leagues and Associations’ Activities
Based on RO 2026-040 and DILG RO V Memorandum dated May 30, 2017, including minimum requirements for Lakbay-Aral and benchmarking activities.

Submission of Request
The requesting league or association submits the core requirements and any additional documents applicable to its activity.
- Written request for endorsement
- Activity design signed by the highest official, stating rationale, objectives, target participants, venue and schedule, registration fee, and budgetary requirements
- Program or session guide
- List of resource persons
- For Lakbay-Aral or benchmarking: approved itinerary, travel orders, host confirmation, official participant list, league resolution if applicable, C/MLGOO CapDev-alignment certification, and officer-in-charge designation if applicable
- For new associations: certified true copy of the MOA, Articles of Incorporation, or By-laws

Initial Review
The receiving office checks completeness and validates CapDev alignment.

Substantive Review
The request is evaluated for compliance and relevance.

Final Review and Authority Determination
The Regional Office validates compliance and determines the proper scope of authority.

Elevation to Central Office (If Applicable)
For requests beyond delegated authority, the Regional Office prepares the endorsement and transmittal for DILG Central Office review and appropriate action.

Issuance of Endorsement
The endorsement is issued by the Provincial Director, Regional Director, or Central Office when elevated, and may include recommended benchmark LGUs or sites.

Client Satisfaction Survey
After issuance and completion, the requesting LGU, league, or association evaluates the quality, efficiency, and responsiveness of the service provided.
