Knowledge Exchange Program
The Knowledge Exchange Program (KEP) is a flagship initiative of the DILG Region 5 Local Governance Regional Resource Center (LGRRC). It is designed to foster a culture of mutual learning among Local Government Units (LGUs) by facilitating the exchange of best practices in governance, while simultaneously promoting local tourism and culture.

DILG R5 LGRRC Knowledge Exchange Program
From submission through post-activity evaluation, KEP follows a 10-step facilitation pathway based on the original KEP Concept Design.

Submission of Requirements
Interested LGUs submit a Letter of Intent (LOI) and Knowledge & Culture Portfolio (KCP).
- 2
Initial Review & Validation
LGRRC reviews completeness and relevance, then identifies priority learning areas and possible LGU matches.
- 3
Program Finalization
An activity design is developed covering technical benchmarking, knowledge sharing, and cultural/tourism showcase.
- 4
Reciprocity Compliance
The visiting LGU prepares a Champion Practice presentation so both LGUs act as learners and resource persons.
- 5
Conduct of Exchange Activity
The exchange includes technical benchmarking, a knowledge-sharing plenary, and cultural and tourism immersion.
- 6
Submission of Learning Action Plan (LAP)
Within 15 days, the visiting LGU submits a LAP with adoption or adaptation strategies and an implementation timeline.

Promotional Exchange
Both LGUs exchange tourism materials and display them in their respective information centers.
- 8
Follow-through & Monitoring
LGRRC monitors LAP implementation and the replication of champion practices.
- 9
Knowledge Documentation
Success stories are captured and featured in LGRRC knowledge products and platforms.
- 10
Client Satisfaction Survey (CSS)
Participating LGUs assess the quality, relevance, efficiency, and effectiveness of KEP facilitation and the KLP application.
